Well, it has been my policy for years. I've been asked IP questions many times and my response was always generally the one I gave you to you. If you want to think you are special or that I am changing policy to hide some special conspiracy you might be disappointed in the actual truth.

What I would REALLY love to believe, is that you would have banned the kid the last two times he registered under new usernames, according to the IP being the same, but you didn't... If so, then we could all reasonably assume this was a new person and not be concerned about it. Instead, we have to go through this bullshit to try and justify to ourselves that it isn't just the kid trying to gain access again.

No it wouldn't. It would show the host of the proxy.
And if you're using an Elite level proxy like I would if I was doing it, the redirect headers get emptied, so there's no way to backtrack as there is with normal proxies.
