I think once it's determined whether there is anyone else in there that things will begin to move quickly. They'll shoot something in to incapacitate him. The person who owns the property said there is no phone/tv/internet.
He had the opportunity to kill the people whose vehicle he hijacked, he told them he didn't want to hurt them, to leave, to get the hell out.

I've been watching ABC7, they mentioned Scuba Diving Gear could possibly protect a person from smoke inhalation. Dorner purchased some Scuba Gear, I cannot imagine being on the run hauling all this gear.
