I like this idea but I don't know how the hell it could possibly be enforced.

North Carolina lawmakers have drafted legislation that would ban welfare recipients and people in bankruptcy from buying lottery tickets in the state.

Unenforceable, and absolutely idiotic to hold the business owner responsible for others acts of irresponsibility.

I'm all for drug testing, though.

Let them but done. If they win, the bankruptcy court will take enough to pay off the creditors. As for welfare the state puts a lien on their winnings.

I've had people win a big settlement for their injuries and we get notice if liens for debts and child support. TANFL.

I agree. The vendor shouldn't be held accountable for knowing the financial status of the customer (or caring about it).

If someone's a long-time welfare recipient or in bankruptcy because they've spent over their means, they've already transferred some of their personal responsibility burden to the government, the public, and financial institutions to bear. Now, the 7-11 clerk too?

It's frustrating that lottery tickets are being purchased by people on government assistance and those who are broke, but this is just another proposal that wrongly transfers responsibility to working tax payers.

While I agree with this in theory, I also agree it cannot be enforced. I was in the grocery store one day, checked out behind a woman who used her benefits card to get groceries. Asked for cash back, took the cash to the machine that dispenses lottery tickets. THAT bugged me.

Well, you could try to discourage people from buying them by telling them if they were on the dole when they purchased the ticket any big winnings (those not handled directly in the store) would be deemed invalid. I doubt it would have much impact but yeah, I think holding the store owners accountable is ridiculous.

Astonishingly what Ramsey said makes the most sense. Even though I don't know what "let them but done" means.
