Should they have to turn over the chat logs to police? Rioting isn't the same as peacefully protesting. If they can find people who purposely stirred up the riots (one elderly gentleman was killed, not sure if there are any others or how many were injured), shouldn't those people be charged with any deaths, injuries, or property damage? Make them pay. I would get all the pictures of looters with their loot, too, and charge them full retail and criminally.

The only downside is trying to collect damages from people who don't work. The worst you can do to useless people is change their publicly funded accommodations from project to jail cells.
