No. It's usually an either/or scenario. Either the school requests that parents/friends refrain from applause/cheering or not. It isn't about who shouts the loudest.

My kids would KILL me if I yelled out at them at an event where it wasn't a common/accepted occurrence. Every event has its own etiquette and different rules apply in different circumstances/areas. You go with it or you try and change it OUTSIDE of the event.
