Who cares what people privately think as long as it doesn't lead to action? Who cares if they voice their thoughts in a form of a joke?
You can think about getting loaded and driving an 18 wheeler drunk all day long. Who cares?
Actually getting behind the wheel and doing so, then you have a problem with society.
You are too hung up on peoples thoughts. You will never be able to control them, so why the hassle?
Enforce legal control over actions (racism) not thoughts.

What I mean by that, is... ok, I've always found this a little hard to explain, but if someone uses racial slurs against a person, and the person isn't ashamed of their race, the slurs would be ineffective, like my above examples of someone calling me 'whitey' or 'female'. I think it's ridiculous to go to extremes to try and make up for the bad things that have happened to other races in the past. People using racial slurs just make themselves look stupid.
