The numbers are not random and they are your computer's 'identifier' for your internet service provider.

The IP addy will show up. This is normally a server generated number.

If you're on your mobile device its unique IP # shows up but not your phone #.

IP proxys will make it show up as a different IP address but usually the persons who use them to mask their true IP addy forget where the proxy is supposed to be located and so slip up when talking about their location.

As far as to who can see it, it depends on the forum settings. All admins can see IP addys and if they allow it mods can but this isn't always the case.

I'll go get a nifty little cut and paste which will tell you your addy and browser type. To those who are a bit paranoid they think everyone sees their info but in reality only they can see their own.

edited to add..i just tried to post my IP as an example, but it showed up as blank when i copied it. weird. i do know i have tracked my own IP and it has indicated someplace 300 miles from where i actually am.

It all depends on where your ISP company is based as to what location geographically it will show.

When you call for tech support at your ISP, they know what to look for on your machine by your IP #.

That being said, I believe the folks here that on 24 they are probably right about the someone posing as someone else. (If not, then the person is probably at least an acquaintance of who they are saying it is)

I own a forum there. I always check. As an admin of several sites it's a habit. Turning off your computer does not log you out. Clicking the logout button does. Just like you do here, you do it there.

If someone used a proxy it will still be obvious and linked to this person.

If they used an intranet from say work, it's still connected to them.
