There is no "law", it's "the law".
Please google "PII" or "Personally Identifiable Information."
The Internet has made it easier than ever to collect PII. Individuals or entities are able to use PII for a wide variety of things ranging from the illegal (Identity theft or stalking) to the legal (marketing & sales)
In response to this, many web site privacy policies specifically tell their visitors about the collection of PII, and lawmakers have enacted a series of legislation to limit / control how PII is accessed & distributed.
If you own a website, you really need to pay attention to this. There's also the international aspect. Several counties other than the US have strict laws about PII too. And, if you're on the www, you can have visitors from different countries.
