a hood? was it a spit mask? was he spitting at officers? fuck that shit. and the restraint chair is for out-of-control inmates who may hurt themselves or others. it is sometimes absolutely necessary.
I have no doubt that jail officers encounter a lot of crap, Ive never had a job that was perfect, but training is suppose to prepare you to deal with it.
The Mexican had one of his ribs broken and it punctured a lung. The jailers left him alone unobserved for who knows how long strapped in that chair. When he was checked on it was too late.
i will take your word for what happened.
but he may have been thrashing around and fx his own rib.
a homeless street alcoholic was probably not in great physical health/condition.
inmates in the chair are observed at all times.
at least that is the protocol where i did the job.
i was a sworn sheriff deputy at that time, not simply a 'guard'. i don't know about Hickory jail personnel and their training. but there are model jail standards.
there are protocols for spitters, and for violent out-of-control people, what do you suggest they do with people who are combative/drunk/violent? the chair is a protective device. just leaving them in a cell is not always enough if they are nuts, bouncing off the walls, fighting or trying to harm themselves.
