First of all, Mr. Z is a minor.
Second of all, the police are not making any immediate arrests for good reason. You may have seen the movie "Double Jeopardy". You cannot try a person for a crime more than once. This means if an arrest is made and a conviction is saught, they have one shot of providing collected evidence to be considered in trial. If they jump too soon, and don't have a solid case with solid evidence, a jury may not feel proof has been 100% made for a conviction and once the person is aquitted, they cannot go back and try the person again.
Don't be mistaken and believe the people on here who say if a case isn't solved quickly then it won't be solve. That is completely false.
I have my opinion of what happened and will post it.
