You provided your own answer. Flaming is hostile and insulting. Mocking is deriding with ridicule.

For example, I could say you're a smegma eating dickwad (flaming) or I could say that you're just painfully slow since you seem unable to grasp the nuance. We're highbrow flamers.

So flaming is hostile and insulting, but to attack with contempt and derision is neither hostile nor insulting?
