• Improving housing for military personnel (2009)

I don't know about this one, I think the baracks are still the baracks and the officers get the good houses, but I do know Marine bases have turned over the management to private companies in the last year or so and now the troops have to pay some utitlities over and above their BAH. Not sure what they mean by "improved" but I know it costs more now...
