White people have an average IQ 15 points higher than blacks. It is also a fact. How a fact can be racism is beyond me.
Cultures are going to have to stop whining and start working to change this. Dragging down others to equal the playing field is the wrong thing to do, but it is what we are doing right now (educationally and economically).
