Tucson SWAT murders innocent Iraqi vet

I thought the SWAT team was considered to be elite. Sounds like they need to get some practice in if they had that much difficulty hitting the target.

Given the rounds that were hitting nearby homes I suppose the death of an innocent person would have been considered collateral damage.
