I think the rate of decomp is half the time if submerged in water, regardless of the temperature.
If a body is submerged in cold water, it will decompose at half the rate of a dry body in cold air temps.
If a body is submerged in warm water, it will decompose at half the rate of a dry body in warm air temps.
So, a dry body in a warm climate could actually decompose more than twice as fast as a body submerged in cold water.
That's my interpretation of the poorly worded info I could dig up anyway...
