He got caught.
lewd conduct,indecent exposer, public sex acts and possibly solicitation of prostitution. would be the civil discourse laws. if it was in lieu of a ticket, then bribery could also be charged.
There is not enough info to be sure how this all came to be recorded for posterity.
the rest are more than likely agency conduct regulation violations.
that and being stupid enough to get caught on camera, should be enough for him to get fired.
