LC: can anyone simply decline to be questioned or are there repercussions?
a person has the right to remain silent. they NEVER have to speak nomatter what. nobody can be forced to incriminate themselves in this country. it's basic. and the 5th Amendment to the Constitution is clear. that is why Miranda warnings must be given. if they are dumb enough to blab, oh well.
