If you are writing something as if it's someone speaking, then the punctuation is inside the closing quote. It would also need a comma before the opening quotation mark.
If you are just putting quotation marks parts of something without indicating who it came from I am pretty sure what he did is correct because the quoted part is not something someone is saying but the question as a whole is something HE is asking.

I actually got into this at another forum and I ended up with at least 6 of the jerkoffs attacking me and calling me ignorant and stupid for saying basically the same thing you just did.
