It's not just about 'a certain class of people'. I think a service like that should be means tested.
The bottom line is that the government is not a bottomless pit.
Pregnancy especially with people in low socioeconomic groups (including drug users) and the long term effects it has on the health system are far greater than the minimum amount of contraception. This is how this they justify this as a solution to minimise the effects (crime, unwanted pregancy, fetal alcohol syndrome, child abuse, the list goes on) that it is having on the public purse. All of this impacts on police, CPS, hospitals and so on.
