I agree with duchess my eyes rolled when I read dick's statement of thinking before use of force.
LC, She did not run out into traffic, you have to remember she was in the parking lot for a park substation she ran out into the parking lot and the police cruiser that filmed it was basically protecting where she was running. The cop that tased her was literally within a arms reach so instead of grabbing her he tased her, and she was handcuffed to top it all off.
There is no doubt that tasers have given officers options over using their guns and saved criminal lives in that sense. In situations where officers have the upper hand and there is no threat to others there is no reason to use a taser, not to use it to just stop someone from running around. Think about it where was she going to go in a park substation parking lot handcuffed. Getting hit by a car going 15 miles a hour would have probably had a better outcome.
