Are parents to blame when their kids turn out like monsters? Does society play a role? Whose fault is it?

It's parents fault since they failed teaching them how to act like sheep's under total control.

Now really, turn out like monsters?, you mean to take a gun and start killing anything that steps on their way? sounds pretty normal to me under the current Global circumstances, and it's better to start from their parents as well and then the elder one's of course. Though the best approach would be to follow the Global rules of abeyance and at the right moment to use their power for extinguishing life from Earth.
