I have a problem with that question....
The first sentence is written in past tense, and the second is written in present tense. Poor form.
Which would lead to the argument if the whole question were past tense, then it is a historical fact, and therefore cannot be deemed racist, but still possibly politically and socially incorrect, versus if if the whole problem were written in the present tense it could be deemed as having politically incorrect and racial connotations.
The second part I dont give a fuck about really; NIMBY...
