Again, mixing issues. Would you mind if I followed you/chased you when you were doing nothing but, say, walking to your car? Do I have a right to know what you're doing if I decide (in my own subjective mind) that you look suspicious?

What blame do the parents have? I don't want to go back and dig up all the details but they didn't have exact GPS coordinates on their kid at the time? WTH? My son is 13 and I don't fucking walk him to 7-11. This kid was close to being 18; I don't see the parents as being terribly neglectful because they weren't sitting on his ass. Regardless, I wouldn't say, well, if they'd only known his exact whereabouts, he wouldn't have been shot. That's akin to blaming a woman for getting raped because she had a short skirt on.
