I will respond based on the need, the circumstances, and my responsibilities to whomever is in the vehicle with me. If I'm alone and my help may be needed I'll stop. If I have kids and/or clients I'll call for assistance if it hasn't already arrived. If the road conditions are dangerous I may see what I can do for safety etc. Really depends on what is needed for the situation.
