I agree that Jessica was almost certainly raped. Poor child.
I think this guy's dangerous not only because of his choice of victims, but because he left both Jessica's backpack and remains where they could easily be found. Why didn't he dispose of them out of town? Is he taunting the police? Or did he have to stay close because his circumstances prevent him from being gone for hours at a time without explanation (e.g., he's married)?
We know the perp's DNA isn't in the state or federal dna database because they've had the DNA since the May attack and don't have a suspect from it.
What is known about the perp: "...On May 28 the young woman said she was grabbed by a man described as white or light-skinned and between 18 and 30 years old, with brown hair and a medium build. He was about 5 feet, 8 inches tall." So that narrows it down somewhat.
