After pondering on this further, I have come to the conclusion that you guys are right.
Even if she was poking fun, she did not respect the sign asking for Silence and Respect.
By shouting and flipping her finger, she at the very least, was disrespecting the sign.
In a Forum we have rules, if we break them, then we are banned.
She broke a cemetery rule so must now face the consequences.
