Either way, that was disgusting. If policy allows that where they live, that's just entirely screwed up.
They were not under arrest. Actually, the whole traffic stop seemed ridiculous! Because he followed them and saw each throw a cigarette out the window at seperate times??? That was his probable cause to pull them over, and then he claimed he smelled marijuana. The whole thing was absurd. The whole premise of search and seizure has been violated, along with those two women.
