What better way to get him in a compromising position than having to flee a burning structure, with cops surrounding it?
Reminds me of the last scene from 'Butch Cassidy & Sundance'... running into a massacre.
In this case, Dorner was either already mortally wounded, or decided to kill himself rather than run into the execution squad.
