This is true. "Victims" and "bullies" are everywhere these days; in society and even in court. Just watching the Arias trial demonstrates how lightly (and incorrectly) these terms are applied by some. The killer was made to feel badly by the man she butchered, so she's a victim! The expert witnesses are questioned passionately and aggressively by the prosecutor, so he's a bully and the experts are victims! On and on...
Regarding the OP case, I agree with user that up to 2 years is a ridiculous sentence, especially when you compare it to the sentence that a male teacher would be facing if he'd been caught engaging in sex with female students. I don't doubt for a minute that you're right; if this teacher were a man, he'd be in much deeper shit.
