I don't find cussing vulgar, unless the person doing it is disgusting anyway.
I do think it's vulgar when women (and men) incessantly talk explicitly about genitalia or sexual acts, mostly if they include some sort of grotesque aspect.
Every once in a while, vulgarity can be shocking and funny to me. But, if it's the norm for a person or place, I get bored quickly and usually just split (unless I'm at a comedy club or something and have paid good money to hear it).
