If a school is located in tornado alley surely a safe place for the pupils and teachers to hide in the event of a tornado should be mandatory?

Not if the resources aren't there (or are allocated elsewhere).

It's mind-blowing to me that a safe-zone would be eliminated from a school budget, when there's clearly a history (3 EF-4's since 1999) of violent tornadoes in Moore, OK.
