It's perfectly safe. Have a buddy who flys small commercial charter flights and I've flown with him a few times. The first time I forgot to turn my phone off and it rang. I was all profusely apologetic and panicky and he was laughing at me. He told me it was fine, just answer it, not even to worry about turning it off.
He says they don't want your phone on because of passenger annoyance and that they don't want you distracted at take of and landing. Same as the window shade thing. They only want it up so you can see the ground coming and how bad the fire is that's going to burn your ass.
But rules are rules. It's their plane and if they ask you to turn the fucking thing off, then you should just turn it off already. Do people walk into other peoples houses with their shoes on if they're asked to take them off?
