If a cop sees a weapon or what appears to be a weapon being carried openly in public here, he/she is going to check it out. If the weapon or apparent weapon is one that's banned, the carrier will be considered as committing a crime.
As for the rest, same answer, restated:
If "people" see guns out in public here, whether they freak out or not will, of course, depend on the person and the situation. I personally don't freak out easily about many things and can't speak for others.
If the "people" referenced are cops and they freak out, they don't belong on the job.
