It's crazy that the president (or his White House staffers) have to spend time on such shit. I agree.
AFAIK, it's a standard policy to review those with over a certain number of signatures, regardless of the subject or merit of the petition - "considering the requests / protests of the people". Some on-line petitions are worthy and such consideration by lawmakers has resulted in stricter laws for crimes against children and the like.
But, a lot of them are probably petty bullshit like the request to deport Bieber, an the one before it to deport Piers Morgan. They were probably properly reviewed per the policy, but doubt (hope?) much effort or expense was invested.
