I don't like the word "nigger" in any context, no matter how it's spelled, and don't use it myself -- I know that I could, I just don't think it and have no motivation to use it.
But, that doesn't mean I think that another person shouldn't be able to use it if that's how he feels, just like those who hear it should be free to judge him (or not), depending on how they feel about the word and the context.
Anyway, in this case, I think it says as much or more about someone who runs and tattles to the media about something they overheard in a small town conversation as it does about the person on whom they're tattling. Don't know why the woman who made it a news story didn't take it up with the commissioner directly.
