It's akin to blaming FDR for the failed Social Security system.
He gets point for shooting an attorney. But, I wouldn't consider it an act worthy of respect -- now, if it had been done with premeditation or intent...
Seriously, I don't blame Bush/Cheney for all of the current problems in Iraq and Afghanistan. Some of the same problems and turmoil-motivators have been in play for thousands of years and we might have ended up being there later anyway for different reasons (or not, impossible to know).
I do, however, hold them responsible for their blatant lies to sell the US and global populations on an Iraqi invasion when there was no true and compelling public-supported reason for the US to invade the country and send our troops there.
Most significantly... their oft-spewed propaganda claiming that Hussein possessed WMDs and was a supporter and ally of al-Qaeda. As you know, both since proven false and known to be false when the Bush administration delivered them to the global public audience again and again and again.
I expect lies and spin from politicians, but those were massive and wide-reaching -- some of what's going down in Iraq today is clearly a direct repercussion of those lies and the actions that they were used to justify, IMO.
So, while I don't think that the US or Bush/Cheney are to blame for all of the shit going down in Iraq, we/they contributed to - if not caused - some of the shit that is going down today and how it's playing out, IMO.
