Your talking about Stabilizing the wood and there are several products out there to do that with. Hasn't been my thing but I do know who to ask.
I used an Adz forged by one of my internet Blacksmith friends. Its a very sharp tool looks like a gouge on a handle like a hammer. Did all the rough cutting with a carving hatchet, then the middle rough with the adz and finished it with the spoon knives.
For your Burl, do you ave access to a lathe? They make some beautiful bowls but I understand they are very hard to do as you have to go very slow or they will explode off the machine.
