I've only lived in townhome/condo's that had a HOA and I think they were an evil necessity. Some rules included don't hang clothes and towels to dry over your balconies. Sounds dumb but if everybody does that shit it looks ghetto pretty damn quick. A lot of hotels have similar rules. I think HOA's come in to play when you share a community pool and stuff too. Rinse the super freeze, curl crap gel out of your hair before you jump in the pool...typically I don't have a problem with the rules because the general idea is to keep the place respectable, clean and property values what they should be.
We don't belong to a HOA but I wasn't wildly happy when our neighbors hoisted a Budweiser flag on their full size flag pole in their front yard for awhile either. Frat house much? Fortunately they took it down after a few days. Anyway, you buy in to a place that has a HOA and you agree to follow their rules. If they bug you, join the board and try to change them or realize you made a stupid purchase/rental arrangement.
