We don't belong to a HOA but interestingly, I think there was some rule put in place (when the subdivision was built) that you can't fence the front of your yard. I've never thought too much about it but looking around the neighborhood just now, it would look horrible if we all had fencing in our front yards. Depending on the height, the street would look like a god damn fortress.
That said, I wouldn't be on the phone complaining or anything if someone put in a 2 to 2 1⁄2 foot high slated little post fence in their front yard (something unobtrusive). One neighbor has a 4 foot high, and probably 3 foot thick hedge running across the front of her yard. It doesn't bother me in the least but again, I think if would be fugly if a bunch of neighbors followed suit. It could ruin the open feeling of the cul-de-sac.
