A DNA identification is absolutely not required for a life insurance pay out or for victim compensation claims, nor are remains.
There is adequate proof that all of the passengers and crew members (who are verified to have been on the plane via work logs, boarding records, and video recordings) are now dead. That's what the insurance companies require -- adequate proof of death.
If DNA of the deceased was required, the families of many 9 /11 victims wouldn't have received their insurance payouts and compensation, the family members of those aboard MH370 would also not have received theirs, the loved ones of missing persons presumed dead would never be able to collect, etc...
