That's correct.
The purpose of the separate but equal parts of government were intended to provide checks and balances. When one party controls the Congress and the Executive Branch, that check and balance can disappear - but should technically be representative of the will of the electorate.
The Republican party will spend their years in the majority trying to undo as much of the Democrats policies as possible. Hopefully they target the policies with the surgeons knife of Doctor Who, taking out the really stupid crap that really ruins things. But they are politicians and usually the will of the people becomes secondary to their own personal agenda. On both sides. The thing that separates them is not ideology its survival and fame.
