It's not an SF-specific or California-specific issue, it's the same nationwide. But, Chinatown in San Francisco is the biggest problem area.
Legislative attempts to completely ban the trade of the ivories at the national level have failed in Congress. So, now states like California, Vermont, Alaska...are pushing to invoke state legislative bans. Only New York and New Jersey have successfully legislated such bans on a state-level thus far.
