I skimmed through it, but to answer your question it's takes a person like her to do it. She's pompous, arrogant and a hint of nuts.
Just from being pregnant I know it's hard to detect severe birth defects before 16 weeks. So you have to at least allow it until then. Give another couple of weeks for parents to make a decision and make a state wide cut off date at 18 weeks.
