I'm not so sure. I think Biden is viewed as a friendly, slightly goofy, nice guy. I don't think he's widely viewed (in his own party) as presidential. I "hear" that when members of his own party suggest he "ride off in to the sunset" on his current "high" note, that perhaps he's been through enough yada yada. It's a nice way of saying "don't run...you won't win it". There are numbers out there I believe that support what I'm saying (that within the Democratic Party, Clinton leads Biden). It does change when you look at independents and voters as a whole. I often can't post links/charts from my phone so fuck you, look it up if you want.
Everyone is wondering if Obama would endorse him or Hillary. I'm not so sure it would serve either well to get that. Thanks but no thanks?
Then again, I don't see Hillary's issues as big as some do (the server, Benghazi) although she sure as shit needs to do a better job standing up for herself on both matters.
