Well, not everyone still in Syria is part of ISIL.
Some Syrians are fighting against the terrorists. Some Syrians are fighting against the government. Some Syrians are migrating around Syria just trying to avoid the bloodshed and live another day in their home country. Wiping all of them out in order to cripple ISIL isn't a sensible or humane strategy.
ISIL is the declared enemy; not Syrians.
