I have not heard the losing presidential candidate blame 'rigged system' or 'voter fraud' every four years, cannongal. I can't recall ever hearing that claim actually.
The vote was so close in Gore vs. Bush and there were legitimate concerns about whether the voter choice marked on crappily formatted Florida ballots actually got counted as a vote for another candidate (which could have changed the national election outcome given the tiny margin by which Bush was declared the victor).
Gore didn't claim voter fraud or rigged system, IIRC. He and the DNC pushed for a recount in effected Florida districts to confirm the votes allocated to each candidate matched the voters' selections. Gore and the DNC primarily blamed the economy and the Ralph Nader voters after giving up the recount push just a couple of weeks after election day.
But, I won't be surprised if you're right and Trump demands recounts, all over the country, even if he loses by a wider margin than McCain and Romney did. That would allow him to position himself as a victim rather than a loser, and it could enable him to carry a sizable group of disgruntled Trump loyalists with him as customers for his next branding/power/business endeavor.
