The sub contractors of the FBI and justice department started dipping into the NSA info recorded and needing a warrant to access started back when the IRS was holding back conservative non profit election groups back then. Lois Lerner stopped any of the groups from filing as a non profit if they were conservative related, depending on the name. Over 89% were delayed just about up until election day compared to 6% of progressive/liberal groups.
That type of illegal use of the system was the beginning and the accusation of Trump colluding using a bogus dossier from the Clinton campaign even when the FBI knew it was not reliable is the reason they were able to get warrants to spy on Trump even when they absolutely knew the original documents were false. They still used them to spy. Thus the statement of starting in 2012 when in fact it was the beginning. many criminals will go back to the well they stole from if not caught right away.
