1% grade is equal to 1 ft elevation change per 100 feet of traveled roadway.
If you would start at point A and travel say 1000 ft at 3% you would either climb or descend 30 feet.
This is the average % based on elevation difference from the top of the grade to the bottom. There might be more or less steep portions of the grade.
9% is fairly steep. With ice on the road it would be a bit tricky to negotiate!
