Tasers are meant as a "takedown" measure. Once cuffed there is no need at all to use them.

I think we have a case of "contempt of cop" here. Shit, a decent leg sweep will do just as much (if not MORE damage than a taser and produce the same effect, that being, subduction of the suspect to a prone position.
