Many small businesses have been closed by their state. Restaurants, and a few others. They are still getting tax bills, mortgage bills and workman's comp bills hopefully this stimulus goes to them. Individuals that are out of work because it was closed down should also get something 60% of their pay maybe. The ones that are on welfare and are getting food stamps should already be taken care of. That in itself is a lot of money and that is where it should go not Solar power companies that need loans nor corporations that are losing revenue. I say take care of the workers and all else can wait until more testing is done (the numbers should rise from that) and more is done towards a vaccine and providing hospitals with what they need for already confirmed cases.
This is affecting older people more than young people and many have already had it and are recovering. I have faith and things will get back to normal at some point.
